BIZARRO LEAGUE CONSTITUTION
1. A team's active roster shall be comprised of 5 Outfielders, 2 Catchers, 1 First Baseman, 1 Second Baseman, 1 Shortstop, 1 Third Baseman, 1 Corner Infielder (First Baseman or Third Baseman), 1 Middle Infielder (Second Baseman or Shortstop), 1 Utility Player (must be a hitter, but no position eligibility requirement), and 9 Pitchers. (Amended by Rule Proposal, February 2005)
2. Each team shall also have a Bench comprised of 3 players. There is no restriction to the players who may be placed on a team's Bench. (Added by Rule Proposal, 2023 Draft)
1. A major league player draft in the form of an open auction shall be conducted each spring. The draft has three phases: a draft for acquiring Farm System players, an auction for acquiring Major League players, and a post-auction transaction process. (Amended by Rule Proposal, February 2005)
1. Some time before the Major League Auction begins, at a time determined by the League Secretary, a minor league player draft shall be conducted in which each Bizarro League team may acquire players who are neither on any major league team's official roster nor on a Bizarro League team's roster and who still have official rookie status. The draft shall consist of two rounds. The selection order shall be the inverse order of the previous year's final standings. The order will not "bounce." Players acquired via this draft shall enter the Farm System of the team that drafts them (see Section XI). (Amended by Rule Proposal, February 2005; Amended by Rule Proposal, March 2015)
2. The salary upon activation of each Farm System player is $0.50.
1. Each team must acquire 23 players at a total cost of not greater than $26.00. A team need not spend the maximum. In inverse order of the previous year's order of finish, teams nominate unowned players for auction. The initial bid is $0.10. Bidding proceeds in increments of at least $0.10. The team with the eventual highest bid acquires the player for the bidded price, and announces the roster position the newly acquired player will fill. This process is repeated until all teams have filled all active roster positions. The order in which teams complete their 23-player rosters shall be recorded by the League Secretary and used for the Transaction Process following the completion of the Major League Auction. (As amended at the 1998 Draft, wording clarified to harmonize with 2023 Draft amendments)
2. Players eligible at more than one position may be shifted during the Auction (see Section III).
3. No team may bid for a player it cannot afford.
4. No team may bid for a player it cannot fit on its roster.
5. Anyone may be acquired via the Auction, regardless of team, league, or sport affiliation. (Amended by Rule Proposal, March 2015)
6. Teams may place eligible players on their Injured List (see Section X(B)) during the Auction. (Added by Rule Proposal, 2023 Draft)
6. Teams may not place any players on their Bench during the Auction. (Added by Rule Proposal, 2023 Draft)
6. Once a team has acquired 23 players, completing its active roster, it may not move a player to its Injured List and re-enter the Auction. (Added by Rule Proposal, March 2005)
C. Bench Draft
1. Immediately following the completion of the Major League Auction, a three-round straight draft shall be conducted, in which Bizarre Teams will select players to their Bench. (Added by Rule Proposal, 2023 Draft)
2. The selection order for each round of the Bench Draft shall be the inverse of the final standings from the previous year. (Added by Rule Proposal, 2023 Draft)
1. Immediately following the Reserve Draft, an ordered transaction process shall be conducted, in which Bizarro League teams may make any transaction authorized by Section IX or Section X. (As amended at the 1998 Draft and further amended at the 2023 Draft)
2. Teams shall be allowed to make transactions in the order in which the teams completed the Major League Auction.
3. If a team waives a player in this Process, that player instantly becomes a Free Agent and may be picked up by any subsequent team in the Process or afterwards. (As amended at the 1998 Draft)
1. A player is eligible to be drafted at any position at which he appeared in at least 20 games in the previous season. If he did not appear in 20 games at any single position, he may only be drafted at the position at which he appeared most frequently. This rule only applies to determine the position(s) at which a player may be drafted. Once the season is underway, a player is eligible at any position at which he appeared at least five times in the previous season and also at any position at which he has appeared at least five times during the ongoing season. For purposes of Roster Protection (see Section XIV), a player may be protected at any position at which the player appeared in at least five games in the previous season. (As amended at the 1997 Draft and amended again at the 2009 Draft)
2. During the Auction, players may be switched to another position as long as they meet the above eligibility requirements. Players who were protected may be moved as long as they have played at least five games at the new position; recent draftees need to have appeared in 20 or more. (Amended at 2009 Draft)
3. The League Secretary is the final authority on position eligibility.
1. All fees are payable into the Prize Pool, which will be kept, guarded, updated, etc. by the League Secretary. The Prize Pool shall be distributed among the top three teams in the final standings once all fees and debts are paid in full (See Section VI and Section VIII).League expenses will be deducted from the Prize Pool before winnings are distributed. Payment schedules, due dates, fines, and eventual distribution of the Prize Pool are all at the discretion of the League Secretary. (Amended by Rule Proposal, March 2015)
2. Basic Fee: $100.00 per team. (Amended by Rule Proposals, March 2015 and March 2016)
1. The salary of a player is determined by the time and means of his acquisition, and does not change unless he becomes a Free Agent, is signed to a long-term contract (see Section XIII), or has his salary reduced via arbitration (see Section XIV).
2. The salary of a player acquired in the Auction is his final auction price.
3. The salary of a Free Agent called up during the season is $1.00 before the All-Star Game deadline, $2.00 afterwards. For the 2020 season only, the All-Star Game deadline is deemed to occur at 12:01 a.m. on Monday, September 7. (Modified by Rule Proposal, July 2020)
4. The salary of a Farm System player who is activated is $0.50.
5. The salary of a player claimed off of waivers is $1.00.
6. The salary of a Free Agent called up via September Roster Expansion is $2.50.
7. The salary of a player acquired in the Bench Draft is $1.00. (Added by Rule Proposal, 2023 Draft)
The Prize Pool shall be distributed to the winners as follows:
1st Place: 50% of the Prize Pool.
2nd Place: 30%
3rd Place: 20%

1. At no time may the total salaries of all players on a team's active roster exceed $39.00. (As amended at 1998 Draft and clarified by League Vote, February 2007)
2. Salaries of players on the Bench, Injured List, or in the Farm System do not count against the salary cap. (Amended to harmonize with Rule Proposals at 2023 Draft)

2. Teams are ranked from first to last in each category, and are given points for each place. The first place team receives 10 points, second 9, and so on, the last team receiving 1 point. The team with the most total points in the final standings at the end of the season wins the championship. (Amended to reflect addition of 12th team during 1999-2000 offseason; amended again to reflect contraction to 10 teams during 2022-23 offseason)
3. In case of ties in total points, final placing is determined by comparing the placement of teams in individual categories. Performances are compared head-to- head among the tied teams, and whichever team beats the other in more categories is declared the winner of the tie. If the number of categories won is even, the tie stands.
4. Performance stats of a player shall only accrue to his Bizarro League team while he is on the active roster of that team.
5. The League Secretary shall select a computerized database to serve as the official data provider for the computation of standings. (Amended to reflect League practice)
6. The effective date of all transactions is the day after the first Transaction Deadline after the transaction is reported to the League Secretary. (Amended during 2009 season)
7. Transactions recorded on Draft Day, including trades and call-ups, are effective retroactively to Opening Day. All other transactions are effective in accordance with Paragraph 6 above.
8. Standings shall be tabulated and issued at least biweekly, but when possible more frequent updates shall be made available by the League Secretary.
9. Each team must finish the season with at least 750 total team innings pitched. Any team that finishes the season with fewer than 750 total team innings pitched is disqualified and shall automatically finish with zero points. Starting with the 2006 season, this requirement is raised to 1000 total team innings pitched. For the 2020 season only, the total team innings pitched requirement will be 300. (Amended by Rule Proposals, February 2005 and July 2020)
1. Teams are free to make trades of any kind without limit, as long as the active rosters of all teams involved end up with the correct positional distribution. If teams emerge from a trade with a position imbalance, or if the trade causes either team to exceed the limitation on total player salaries (see Section VII), roster moves must be made by the transaction deadline to bring both rosters into compliance with the Rules, or else the trade is void. Trades made between the end of the Major League Baseball regular season and Roster Protection are exempt from the preceding restriction. (Modified to conform with amendments after 1996 season; Amended by Rule Proposal, March 2015; Amended by Rule Proposal, March 2016)
2. Trades do not affect the salary or contract status of involved players.
3. Farm System draft picks, the $1.00 arbitration amount or portions thereof (see Section XIV), any players on a team's roster, and future considerations may be traded. Trades may not involve cash or other inducements (e.g., B.C. tickets, personal services, etc.), a share of league winnings, or players or other commodities from other fantasy leagues.
4. Trades involving future considerations must have the future consideration component of the trade defined by the next Roster Protection following the trade. Any team which has undefined futures on its roster at Roster Protection will not be allowed to submit a protected roster, which will result in the Commissioner selecting a protected roster for it at his discretion. Any trade involving future considerations that are scheduled to go into effect at the "End of Season" are considered to go into effect immediately upon the end of the Major League Baseball regular season without any action necessary by either involved owner. Any unidentified player who is part of a future consideration scheduled to go into effect at the "End of Season" must be identified and traded to his new team within two weeks of the end of the Major League Baseball regular season. (Modified to conform with amendment at Draft Day 1999)
5. No trade shall be permitted to include specific players changing teams at some future date. Teams are not prohibited from making "TBA" deals where the teams generally agree on what kind of compensation should go from one team to the other, but have not yet agreed on the specific player or players to be involved. The Commissioner is empowered, and encouraged, to punish severely any teams who abuse this rule by disguising an EOS trade as a TBA trade (i.e., the teams agree in advance who will be designated as the TBA players, but decide to report the trade as TBA in order to transfer the players in the future, which otherwise would be prohibited by this rule). Teams are prohibited from making "EOS" deals which involve specific players changing teams at the end of season, or on September 1, or any other date not the effective date of the trade as a whole. This rule does not prohibit any team from trading "future commodities" such as arbitration money or farm picks for any future season. (Added by Rule Proposal, February 2001)
6. "Player loaning" is prohibited. No player may be traded subject to his later return to the team which is trading him away. (Added to reflect League practice, March 1995)
7. A team's waiver selection position may not be traded. (Added due to Rules Interpretation)
1. Teams may replace players in different ways based on the reason for the replacement. In order to replace a player, a Bizarro League team may place him on its Bench, its Injured List, its Farm System, waive him, or release him outright. (Amended to harmonize with Rule Proposals at 2023 Draft)
2. The Transaction Deadline for each week other than the week of the MLB All-Star Game shall be Sunday night, at an hour determined by the League Secretary. The Transaction Deadline for the week of the MLB All-Star Game shall be Wednesday night, at an hour determined by the League Secretary. The final Transaction Deadline of the regular season shall be the Sunday night immediately before the final week in which a Major League Baseball regular season game will be played. All transactions received by the League Secretary by the Transaction Deadline for a given week will take effect in accordance with the provisions of Section VIII, Paragraph 6. (Added due to Rules Interpretation, May 1994 and amended during 2009 season)
3. Once a completed transaction has been reported to the League Secretary, it may not be retracted. (Added by League vote, Draft Day 1999)
4. After the final Transaction Deadline of the regular season, the only transactions that may be submitted are waiver claims and those moves necessary in order to fit the claimed player onto the Bizarro League team's active roster. This process will continue in one-week post-season transaction periods until no players are waived in a post-season transaction period. At that point, no further transactions may be submitted until Roster Protection of the following season. (Added due to Rules Interpretation)
5. After Roster Protection but before it completes its 23-man active roster at the Major League Auction on Draft Day, Bizarro League teams may place any eligible player on its Injured List. Such players must be replaced through the Major League Auction. (Added due to Rules Interpretation, wording changed following 2023 Draft)
1. A team may place on its Bench any player, without restriction. A team benches a player by notifying the League Secretary and paying the league fee (see Section IV). Benching a player protects a team's rights to that player, but any statistics the player may compile while still on the Bench do not count for his Bizarro League team unless and until he is reinstated to the 23-player active roster. (Added by Rule Proposal, 2023 Draft)
2. A team may have a maximum of three players on its Bench. (Added by Rule Proposal, 2023 Draft)
3. If a team has a Bench spot available, it may call a free agent up directly to its Bench. (Added by Rule Proposal, 2023 Draft)
B. Injured List
1. A team may place any player who is on the injured list of his major league or minor league team on its Injured List. (Added by Rule Proposal, 2023 Draft)
2. There is no limit to the number of players who may be on a Bizarro League team's Injured List. (Added by Rule Proposal, 2023 Draft)
3. When a player on a Bizarro League team's Injured List returns to the active roster of his major league or minor league team, he must be reinstated to the active roster or the bench of his Bizarro League team within two weeks of the next transaction deadline or be waived. Failure to notify the League Secretary shall be considered as a waiver of the player on the Injured List. (Amended to harmonize with Rule Proposals at 2023 Draft)
4. Subject to the exception in paragraph 7 of this section, a player may be placed on the Injured List only when he is officially placed on the injured list of his major league or minor league team. (Added by Rule Proposal, April 2004, wording changed following 2023 Draft)
5. A player on bereavement leave may not be placed on the Injured List. (Added due to Rules Interpretation, June 2004, wording changed following 2023 Draft)
6. A player may not be called up and placed on the Injured List during the same transaction period. This rule does not apply, however, to players drafted to the active roster on Draft Day or called up during the Fire Sale. Such players may be placed on the Injured List prior to the first Transaction Deadline of the season. (Added by Rule Proposal, March 2015; wording changed following 2023 Draft)
7. Prior to the start of the Major League Baseball season, a Bizarro League team may place a player on the Injured List if, in the judgment of the League Secretary, the player will definitely be forced to miss Opening Day due to injury. Being "likely to" or "probable" to miss Opening Day is not sufficient, and the League Secretary is instructed to enforce this distinction. This is the only situation in which a player may be placed on a Bizarro League team's Injured List without being on a major league or minor league team's Injured List. (Added by Rule Proposal, 2023 Draft)
C. Farm System
1. A team may place into its Farm System any player who is not on the active roster of a Major League Baseball team and who has not exceeded 130 Major League career at bats and has not exceeded 50 Major League career innings pitched. (Added by Rule Proposal, 2023 Draft)
2. A team may have a maximum of seven players in its Farm System.
1. A player may be waived for any reason, at any time, subject to the restrictions in paragraph 5 of this section. Once waived, the player goes onto the waiver wire. The waiver period begins immediately following the transaction deadline and lasts one week. At the end of the waiver period, a waived player becomes the property of the lowest ranked team to have submitted a claim on him. To make room for a newly acquired player, a team must either assign him to an opening already there, or create an opening via waiver, release, moving a player to the Bench, Injured List, or Farm System, or by trade. (Modified to conform with Rule Proposal, May 1999; modified to conform with Rule Proposals at 2023 Draft)
2. A team may not waive a player and claim him itself.
3. A player who is not claimed by any team at the end of the waiver period becomes a Free Agent.
4. The contract status of waived players is reset to A (see Section XIII).
5. No team may call up a Free Agent and then waive that same player during the same transaction period. If a team calls up a Free Agent and then later during the same transaction period decides that it no longer wants the services of said player, it must keep the player on its active roster or Bench for one transaction period before being permitted to waive the player. (Added by Rule Proposal, May 1999; amended by Rule Proposal, 2023 Draft)
6. A team may not claim a player off of waivers and trade that player within the same transaction period. If a player is claimed off of waivers, that player must remain on the claiming team's active roster or Bench for at least one transaction period following the claim. (Added due to Rules Interpretation; wording modified to conform with Rule Proposals at 2023 Draft)
1. A player may be given his outright release only if he is unconditionally released, placed on the "designated for assignment" list, sent to the minors, placed on the "disqualified" list, or sent to a non-American baseball league. (Modified to conform with Rule Proposal, May 1999; modified to conform with Rule Proposal, 2023 Draft)
2. A player who is outright released immediately becomes a Free Agent.
1. Once a specific action has been taken to remove a player from its roster, a team is free to select any available Free Agent to fill the opening, or to activate a player from its Bench, its Farm System (see Section XI), or its Injured List to fill the opening, or to trade for players to fill the opening. The call-up, activation, or trade takes effect in accordance with the provisions of Section VIII, Paragraph 6. (Modified to conform with Rule Proposals at 2023 Draft)
1. Players drafted in the Minor League Draft (see Section II) go into a team's Farm System. Farm System players may also be waived or called up during the regular season, but not between the end of the regular season and the end of the Minor League Draft.
2. If a Farm System player is promoted to the active roster of his major league team at any time during the regular season prior to September 1, his Bizarro League team has three weeks from the next transaction deadline to activate him or waive him. Failure to notify the League Secretary shall be considered a waiver of the Farm System player. For the 2020 season only, the Bizarro League team is not required to activate or waive a Farm System player unless that Farm System player started more than 3 games as a pitcher, had more than 5 appearances as a pitcher, or had more than 30 AB during the time between their activation and the expiration of the three-week warning period. (Amended by Rule Proposals, March 2000 and July 2020)
3. A player may be kept within the team's Farm System in subsequent seasons upon notification of the League Secretary at Roster Protection. (Amended by Rule Proposal, March 2015)
4. At no time between Roster Protection and the end of the regular season may any team have more than seven players in its Farm System. (Amended by Rule Proposal, February 2005)
5. A Farm System player may be traded, as may a team's selection position in the Minor League Draft (see Section II).
6. If a Farm System player is activated by his Bizarro League team, his contract status shall begin upon activation at A (see Section XIII).
1. If it so chooses, a team may expand its active roster for the pennant drive by calling up one additional player after September 1. This player may be acquired by Free Agent call-up, trade, or activation from a team's Bench, Injured List, or Farm System. (Modified to conform with Rule Proposals, 2023 Draft)
2. The order of selection for September Roster Expansion is the inverse of the most recent available standings, until 12 A.M., E.D.T., September 3, after which time selection will be on a first-come, first-served basis.
3. Performance statistics of players acquired via September Roster Expansion begin to accrue to their Bizarro League teams on the Monday following the notification of the League Secretary of the player's selection.
4. A team's selection order in the September Roster Expansion may be traded.
1. All players shall begin with a contract status of A. If a player completes a season of service without interruption (placement on the Bench or Injured List is not an interruption of service; waiver or release of a player is) and is retained for a second year, his contract status shall become B. If a player completes a second year of service without interruption, he must be left unprotected, signed to an option year, or signed to a long-term contract at Roster Protection prior to the beginning of his third season. The contract status of such a player, who has completed two years of uninterrupted service and as to whom a contract decision must be made, will be designated as X from the end of the player's second season through Roster Protection prior to the beginning of the player's third season. (Clarified during 1999-2000 offseason)
2. Any player left unprotected becomes a draftable Free Agent.
3. If signed to his option year, his salary remains the same and he must be left unprotected after that year. His contract status shall become the letter of that season (e.g., 1987 was C, 1994 was J, 1997 was M, 2000 was P, 2005 will be U, 2007 will be W, X will be skipped since it is already in use, 2008 will be Y, 2009 will be Z, and then in 2010 we will start over again at the beginning of the alphabet with C since A and B are already in use, 2011 will be D, 2023 will be Q, 2024 will be R . . .). (Illustrative dates updated during 2022-23 offseason)
4. If signed to a long-term contract, the player's salary in each year of the contract, starting with year four of service, shall be the sum of the previous year's salary plus $0.50. All salary increases occur immediately upon the end of the Major League Baseball regular season. In addition, a signing bonus of one-half the total value of the contract shall be paid into the Prize Pool. A player is signed to a long-term contract by notification to the League Secretary of the protection of the player and the length of the contract. The player's contract status shall become the letter of the year in which the contract expires. At the expiration of the contract, the player automatically becomes a draftable Free Agent. (Clarified by league vote, February 2006)
5. Option year and long-term contracts are entirely transferable, both in rights and obligations; trading a player in no way affects his status or salary.
6. If, during the course of a long-term contract, a player leaves Major League Baseball, whether via retirement, Japan, death, or other situation excluding strike or lockout, the owner has the option of reserving the player under Section X(A) or declaring the contract null and void. That team, if it voids the contract, will be under no further obligation to that player. The player becomes a Free Agent, and there is no penalty.
7. In all other cases -- specifically including sudden loss of effectiveness (à la Calvin Schiraldi, Ron Davis and Dana Kiecker to name a few) -- the release, non-protection, or waiver of a player under long-term contract shall incur a penalty as specified below. (Amended by Rule Proposal, March 2015)
8. Any team that releases, waives, or fails to protect a player under long-term contract, except where permitted under paragraph 6, shall have its Draft Day salary cap reduced by an amount equal to one-half of the player's scheduled salary in the final year of the contract, rounded up to the next multiple of 10c. If the player is waived or released during a season, the salary cap penalty shall be assessed at the following year's Draft Day. If the player is not protected at Roster Protection, the salary cap penalty shall be assessed at the Draft Day immediately following that Roster Protection. This salary cap penalty does not apply to any player who is under a long-term contract as of Roster Protection 2006, through the expiration of each such player's long-term contract. Players signed to long-term contracts in 2005 are not subject to this rule, but instead are only subject to paragraph 8 of this section. This rule applies to all players signed to long-term contracts after 2006. (Added by Rule Proposal, August 2005; clarified March 2013)
9. The release or waiver of a player during the last year of his long-term contract shall not incur any penalty as long as the release or waiver is done after the Major League Auction on Draft Day is complete. (Added to reflect interpretation, September 2006; clarified March 2015)
1. From one season to the next, each team may retain up to 14 active players from its roster. There is no minimum amount of players that must be retained. (As amended during 1997 season)
2. The League Secretary is empowered to establish a deadline for Roster Protection. Such deadline must be made known before March 20. The names of players being retained must be recorded with the League Secretary by the deadline. Upon submission of a protected roster, all other players on a team's roster immediately become draftable Free Agents. A team may amend its protected roster at any time up until the deadline, but each time a protected roster is submitted, all non-protected players become Free Agents, and are lost from that team.
3. Each team shall have $1.00 with which to reduce the salaries of any players on its roster not under option year or long-term contracts. The $1.00 may be used in whole or in part, on one or any number of players, so long as no player's salary is reduced below $0.10. This arbitration amount is tradable in any increment of $0.10.
4. Specific notice must be given at Roster Protection of any long-term contract signings, Farm System renewals, and arbitration reductions.
5. The cumulative salary of players protected is deducted from the Draft Day salary cap, and the balance is available for the acquisition of the remaining players needed to complete the 23-player roster.
6. The League Secretary shall notify all owners of each team's protected roster, including player salaries, contract status, and amount available to spend on Draft Day.
7. Failure to give notice of a long-term contract signing for a player entering his third year of service will result in his being signed to an option year. Failure to renew a Farm League player will result in his becoming a draftable Free Agent.
8. A Bizarro League team may protect in its Farm System any player who has not exceeded 130 career at bats and who has not exceeded 50 career innings pitched. (As amended during 1997-98 offseason, corrected during 2006-07 offseason, and amended again at 2023 Draft)
9. A player may be placed on his Bizarro League team's Injured List at Roster Protection only if, in the judgment of the League Secretary, the player will definitely be forced to miss Opening Day due to injury. Being "likely to" or "probable" to miss Opening Day is not sufficient, and the League Secretary is instructed to enforce this distinction. (Amended by Rule Proposal, 2023 Draft)
10. Any player protected on his Bizarro League team's Injured List shall not count as an active player for purposes of the limit on the number of active players who may be protected. However, the player's salary shall be counted against his team's Draft Day salary cap (see Section II(A)). 11. No players may be protected in a Bizarro League team's Bench. (Added to conform with Rule Proposals, 2023 Draft)
1. The League has one officer: the League Secretary. (Modified to conform with amendments after 1996 season; amended by Rule Proposal, 2023 Draft)
1. The League Secretary rules on appeals to which he is not a party, interprets the League Rules, assesses fines and/or penalties as needed to prevent unfair actions, maintains the official copy of the League Rules and distributes it annually, presides over League meetings, collects all League votes and ensures timely voting procedures, and is generally entrusted with upholding the integrity and fairness of the League by discouraging or punishing actions not in the best interests of the League. The Commissioner also has the ultimate responsibility of ensuring that all League monies are collected and distributed in a timely fashion. (As amended after 1996 season; amended by Rule Proposal, 2023 Draft)
2. The League Secretary also receives, processes, and publishes all transactions, updates rosters, including salaries and contract statuses, establishes Roster Protection procedures and deadlines, rules on matters of position eligibility, distributes rosters in a timely fashion (at least twice per season minimum), compiles standings each week, publishes standings at least biweekly, and is generally entrusted with regulating the day-to-day player movement of the League, establishing procedures consistent with these Rules to facilitate this player movement and record keeping, and collecting, calculating, and verifying the statistical data used to determine the League standings and champion. 3.The League Secretary is responsible for tabulating all monies owed to the League by each owner, to include all fees, fines, costs, and other receivables due the League Treasury. The Secretary shall keep an accurate account of each team's expenditures and will notify all owners of repayment responsibilities and due dates. The Secretary, if necessary, shall notify the Commissioner of those owners not in compliance with any financial policies for the purpose of disciplinary actions. 4. The League Membership (previously called "The Committee of the Whole") is responsible for voting on all rule proposals. The League Membership shall also be the ruling body on any disputes or appeals that involve the League Secretary. Each individual owner is expected to adhere to the policies and procedures as established by the League officers, and to act in such a way so as to contribute to the integrity and fairness of the League. 1. Any team which feels aggrieved by the act of another or by any act of an officer may appeal. Appeals are heard by the League Secretary. Any appeal involving the League Secretary is voted upon by League Membership, with all teams not involved in the dispute having one vote each. (Modified to conform with amendments after 1996 season and at 2023 Draft)
2. All appeals shall be decided within two weeks from the date the appeal is registered with the proper officer. If an appeal is not decided after two weeks, the deciding officer(s) shall receive an automatic fine of $5, which shall be increased by $1 for each day the decision is delayed past two weeks.
1. All rule changes, amendments or elections must be approved by at least 7 teams in order to be ratified. Any owner or interested party may submit a proposed rule or amendment for voting; such proposals should be submitted to the League Secretary, who will conduct a vote. (Modified to conform with amendments after 1996 season; administratively modified by interpretation upon addition of 12th team during 1999-2000 offseason; amended by Rule Proposal, 2023 Draft)
2. If an election is called for by any owner, the League Secretary shall establish procedures for nomination of candidates and the actual election of a new League Secretary. The Election shall be completed and new League Secretary installed no later than March 15. (Modified to conform with amendments after 1996 season and 2023 Draft)
1. In the event of a dispute between or among teams which cannot be resolved through other means, the League shall provide an arbitration system to resolve the dispute. A three-member panel shall hear proposed solutions from each involved team. The panel may select an offered solution or create a compromise. A decision must be reached within two weeks of the presentation of the final proposed solution to the final panel member, or else the panel must select one of the offered solutions. Any delay longer than fifteen days from the presentation of the final proposed solution to the final panel member shall result in fines for each member of the panel of $5 plus $1 for each day longer than fifteen the decision is delayed.
2. The panel shall be composed of one member chosen by each of the two lowest-ranked involved teams in the dispute, and a third member which shall be the Commissioner or, if he is ineligible, a team owner chosen by majority vote of the League Membership. 3. Involved parties may not sit on the arbitration panel; if either party believes that a member of the panel has an interest in the matter at hand it may appeal to the League Membership to have the panel member removed. Ordinary appeal procedure would then be followed to decide that matter. (Modified to conform with amendments after 1996 season)
1. All League-wide expenditures, to include the reimbursing of officers for League-related expenses and procurement of resources to be used for League administration, shall be shared by the League Membership. The Secretary shall deduct from the Prize Pool, prior to distribution, a sum equal to the total amount of league expenses for the season. (Amended by Rule Proposal, March 2015)
